“Another type of Russian terrorist attack: targeting energy and critical infrastructure. Since October 10, 30% of Ukraine’s power plants have been destroyed, causing massive blackouts across the country. There is no room for negotiations with the Putin regime,” Zelensky said in a Twitter post on Tuesday (18).
Zelensky’s announcement comes in the wake of Russia’s recent attacks on critical energy infrastructure in Ukraine.
Areas in at least three Ukrainian cities were hit by power outages following Russia’s attacks on key infrastructure on Tuesday, according to local officials.
Kiev
The Ukrainian capital was again attacked by Russian missiles on Tuesday morning (18).
Explosions were heard in the northern part of the city. According to the Ukrainian presidential adviser, three missiles hit the power infrastructure in Kiev, causing several explosions and sending smoke over the city.
The town of Zhytomyr, near the capital, was left without water and electricity after Russian air strikes.
“Currently there is no electricity or water in the city. Hospitals are in reserve (energy),” Mayor Serhiy Sukhomlyn wrote on Facebook. Zhytomyr had a population of 260,000 before the Russian invasion on February 24.
Mykolaiv
A Russian missile hit a residential building in the southern Ukrainian port city of Mykolaiv in one of three explosions heard at the scene in the early hours of Tuesday, a Reuters witness said.
The missile, identified as an S300 by a city official, completely destroyed a wing of the building in the center of the city, leaving a huge crater and at least one person dead.
Residents of the building were sheltering in the basement when the missile hit. One resident said the dead man was in the basement of the wing that collapsed after being hit by the missile.
Kharkiv
Kharkiv, in northeastern Ukraine, is on fire, the city’s mayor said in a Telegram post, reporting a “series of explosions”.
“Kharkiv is under fire. Within five minutes, there were two series of explosions in the city. According to preliminary information, the district of one of the city’s industrial companies is under attack,” said Mayor Ihor Terekhov.
Kharkiv, Ukraine’s second-largest city before the start of the war, is among the territories reclaimed by Ukrainian forces during their recent counteroffensive.

A power plant in the central city of Dnipro was severely damaged by two attacks on Tuesday, a senior Ukrainian official said.
“Two attacks hit a power infrastructure facility, causing severe damage. The State Emergency Service is on site,” Kyrylo Tymoshenko, deputy chief of staff to the Ukrainian president, said in a statement on Telegram.
“Due to the bombing of the city, some areas may experience loss of electricity and water supply. Response teams are already working on restoring services,” he added.
The reports of attacks come hours after the United States warned it would hold Russia accountable for war crimes.
On Monday, Russian attacks were in the capital Kiev and other cities in which at least four people were killed. It’s the second wave of air strikes in a week.
