The chairman of the Duma, Vyacheslav Volodin, stated how a law is being prepared that will provide higher taxation for those who left Russiaafter the start of the war in Ukraine.
“It is right to cancel the preferential taxation for those who have left the Russian Federation and to provide for an increased rate of taxation for them”Volodin wrote on the Telegram messaging app.
“We are working to make the appropriate changes in the law”he added.
The number of Russians who have left the Russia after the start of the war is not clear.
In early October, some local media reported that up to 700,000 citizens had fled the country after the announcement, in September, of conscripting up to 300,000 civilians to fight. The government had rejected this number at the time.
In Russia, 13% of personal income tax is automatically withheld by local employers. Russians working abroad who are taxed in Russia must pay the tax independently, according to the Russian Federal Tax Service.
“It’s completely understandable why they left”Volodin stated. “Those who realized they made a mistake have already returned. The rest should understand: the vast majority of society does not support their action and believes that they have betrayed their country, their relatives and their friends.”
