Russia: Fine on human rights activist Lev Panomarov

Moscow’s Harosevsky court has fined Lev Panomarov, the founder of the “For Human Rights” movement, 10,000 rubles (121 euros) for violating his obligations as a “foreign agent”, the Novaya Gazeta newspaper reported, citing Media , who refers to Panomarov’s defense counsel. Among the violations was the posting on social media, through which he congratulated the director of the newspaper Novaya Gazeta for his award with the Nobel Peace Prize.

Panomarov was charged October 12 with violating the law on “foreign agents”. It was one of the first cases of law enforcement. Panomorov’s reposts of other posts on social media are cited as violations. Among the posts is congratulations to the director of the Novaya Gazeta newspaper, Dmitry Muratov, who was awarded the Nobel Peace Prize, which Panomarov himself comments on, writing the word “congratulations”.

In February 2019, the Ministry of Justice included the “Movement for Human Rights” in the register of NGOs operating as “foreign agents”. The court has repeatedly fined the movement for violating the “foreign agents” law. The court initially imposed a fine of 300,000 rubles (3,639 euros) and then a few more fines for not having the “foreign agent” label

Lev Panomarov himself was included in the list of media- “foreign agents” at the end of December, while a few months later he announced the dissolution of the “Movement for Human Rights”.
