Russia has denied that it responded in writing to the United States

Russia has sent additional questions rather than an answer to the United States as part of its communication on Moscow’s request for security guarantees, a senior Russian diplomat said today.

A State Department spokesman said Monday that the United States had received a written response from Russia.

But a senior diplomatic source told Russia’s state-run RIA news agency that the letter contained questions from Foreign Minister Sergei Lavrov, which were sent to other NATO members, about how Moscow’s counterparts perceive the principle of “indivisible security”.

Moscow is still working to respond to Washington’s counter-proposals, the source said.

Washington and Brussels responded last week to Moscow’s demands for legally binding security guarantees amid a controversy over Ukraine’s plans to join NATO.

Russian President Vladimir Putin said last week that Moscow’s main demands for security had not been met, but that Russia was ready to resume talks.
