‘Russia is running out of ammo, friends and soldiers’, British intelligence reveals

Britain would expect to see some signs that Russia is beginning to consider developing its nuclear arsenal in its war with Ukrainesaid today the head of the British spy agency GCHQ, who reiterated that any discussion of the use of such weapons is very dangerous.

After more than seven months of war, Jeremy Fleming, director of the GCHQ spy agency, told BBC Radio that Russia is running out of ammunition, friends and soldiers.

The Russian president Vladimir Putin has so far kept within established military doctrine of non-use of nuclear weapons, Fleming said, but his agency will be on the lookout for signs that this may change.

“I would hope that we would see signs if they start to take that path,” he said, without specifying what those signs might be, as reported by Reuters and relayed by the Athens News Agency.

“But let’s be really clear, if they’re thinking about it, it would be a disaster in the way that a lot of people have talked about.”

Fleming also said he was sure Putin was concerned about the risks of escalation and this may be a sign why “he has not turned to these other ways of making war”.

In a speech expected later today, Fleming will also say that Russians are beginning to realize the desperate situation Moscow is in in the conflict.

“They just see how Putin misjudged the situation,” he will say, according to excerpts of his speech.

“They are escaping conscription, realizing they can no longer travel. They know that their access to modern technologies and external influences will be drastically limited. And they sense the scope of the terrifying human cost of his war of choice.”
