Russia must be punished for waging war, Quad says – Worried about China too

Russia cannot launch a war without being punished, the US Secretary of State said Anthony Blinken and his counterparts in India, Japan and Australia in a statement after a meeting they had in New Delhi. The so-called Quad group also pointed out that the use or threat of use of nuclear weapons in Ukraine is “unacceptable”.

“If we allow Russia to do what he’s doing in Ukraine with impunity, then that sends a message to would-be aggressors everywhere that they might be able to get away with it,” Blinken said. The US minister met with their Quad counterparts on the sidelines of the G20 summit, held in New Delhi, during which ministers disagreed on the conflict in Ukraine. At G20 the US and its allies called on the Group of 20 member countries to continue pressuring Russia to end the war, but no joint communique was issued after the meeting due to objections from Russia and China.

In their announcement the Quad group ministers also indirectly criticized her China, denouncing actions that are escalating tensions in the South China Sea and the “militarization” of disputed territories in the region. Quad underlined “the importance of respecting international law” in the South China Sea and East China Sea. For many years Washington and the Beijing have increased military bases in the South China Sea, an important trade seaway, especially rich in resources and with distinct underwater biodiversity.

The region is claimed almost entirely by China, which is disputed by many neighboring countries such as the Philippines, Malaysia, Brunei, Indonesia, Singapore and Vietnam, which want to control parts of it. “We strongly oppose any unilateral action aimed at changing the status quo or heightens the tension in the region”, emphasizes the announcement of Quad. “We are deeply concerned about the militarization of disputed areas, the dangerous use of coast guard vessels and maritime militias, and attempts to disrupt the offshore resource exploitation activities of other countries,” he added. China has branded the Quad a Cold War construct and cabal “targeting other countries”. Today Japanese Foreign Minister Yoshimasa Hayashi estimated that China has no reason to worry about the Quad. “This is not a military partnership, but just one practical cooperation“, explained. “We’re not trying to exclude anyone. It’s an open dialogue,” he added.

The Quad is an informal strategic dialogue alliance between Australia, India, Japan and the US. This dialogue started in 2007 and in 2017 it was decided to revive it with the aim of counterbalancing China’s military and economic influence.
