Deputies of the State Duma of Russia from the New People faction Anton Tkachev, Yaroslav Samylin and George Arapov sent a letter to the head of the Bank of Russia Elvira Nabiullina with a proposal to create a network of crypto exchangers controlled by the state.

According to the discoates, the creation of state -owned men will reduce the illegal turnover of crypto acts, strengthen the trust of Russians in digital coins, and the state will strengthen control over cash flows.

“We ask you, dear Elvira Sakhipzadovna, to entrust the relevant departments of the Bank of Russia to work out the issue of creating a mechanism for licensing legal cryptocurrency exchangers with a physical presence– says in the petition.

Legislators propose to introduce for the exchange points of digital assets the minimum requirement for the size of the authorized capital, and their managers to oblige to undergo a check and meet the requirements of the Central Bank. It is proposed to set the limit for each transaction in the state owner:

  • 1 million rubles in Moscow and St. Petersburg;

  • 500,000 rubles in other cities and regions.

Cryptocurrency exchange operations should be accompanied by customer identification by passport. All data on the purchase and sale of digital assets should be transferred to the Federal Tax Service (Federal Tax Service), the deputies of the New People faction believe.

Earlier, the first deputy chairman of the Council of the Federation of Russia on Budget and Financial Markets, Alexander Schenderyuk-Zhidkov, made a proposal to allow companies registered in special administrative areas on the island of the Russian (Primorsky Territory) and the island of the Oktyabrsky (Kaliningrad region) to test the calculations in cryptocurrency.

The Russian government proposed establishing fines for the “unlawful organization of cryptocurrency turnover.” They are going to fine those who pay for goods and services with cryptocurrency, minute bypassing the state register of miners, minute and does not report on time to state bodies.
