Russia says conditions need to be met for Black Sea agreement

The Russian government said on Wednesday that several conditions need to be met so that the Black Sea ceasefire agreement will enter into force, highlighting a previous understanding that, according to the country, ignored its needs.

The United States reached separated agreements on Tuesday (25) with Ukraine and Russia to suspend fighting in the Black Sea and pausing attacks against targets in the power sector.

In turn, the US agreed to work to raise some sanctions against Moscow.

Although Russian food and fertilizer exports are not subject to western sanctions, Kremlin said that payments, logistics and insurance restrictions have represented a problem.

Russia wants the reconnection of state agricultural bank Rosselkhozbank to the SWIFT international payment system. However, this and other measures may require the agreement of European countries.

“As for the Black Sea grain initiative, it can be activated after the implementation of a number of conditions,” Russian government spokesman Dmitry Peskov told reporters.

“These are the same conditions that were included in the Black Sea (original) initiative… All conditions have been fulfilled, except those referents on the Russian side. Therefore, of course, this time justice must prevail and we will continue our work with the Americans,” he said.

In 2023, Moscow withdrew from the original UN and Turkey agreement in 2022, complaining that the obstacles to his own food and fertilizer exports had not been relieved, as promised under the terms of the understanding.
