Russia wants to allocate more than 400 billion rubles to support electric vehicles


The course towards electrification was set not only by leading car manufacturers, but also by the governments of many countries. The authorities of Russia also did not stand aside, which have already prepared a program to support electric vehicles. The Ministry of Economy of the Russian Federation has formed the first parameters of the concept for the development of electric transport, as reported by Kommersant on Tuesday, May 18.

The authors of the publication got acquainted with the presentation of the Ministry of Economy “Highly Automated Electric Transport in Cities”, which was developed by a working group under the Ministry and reflects the government’s plans for the development of electric vehicles in the country. For these purposes, it is planned to spend a total of more than 400 billion rubles. The government expects that thanks to the implementation of the program, the market share of electric vehicles will reach 15% by 2030 instead of the current 0.1%.

Until 2024, it is planned to spend about 31.3 billion rubles from the federal budget on the development of electric transport in the country. Until 2030, the total budget of the program will be 418 billion rubles, of which 153.3 billion rubles will be allocated from the budget and extra-budgetary funds. The program will be carried out by a national consortium managed by KamAZ.

It must be said that now in Russia there is virtually no electric vehicle market. In 2020, electric models accounted for just 0.1% of total new car sales in the country. But the Ministry of Economy plans that in 2022 their share will increase to 1.7%, and by 2030 15% of all new cars sold in the country will be electric. At the same time, the total fleet of electric vehicles in 10 years will reach 1.5 million units. True, this, according to analysts, is possible only if the economy and incomes of the population grow.

Supporting the development of electric transport in the country implies the creation of an appropriate infrastructure. So, by 2024, according to the plans of the Ministry of Economy, more than 20 thousand charging stations will be installed throughout the country, which will cost 37.7 billion rubles from the federal and regional budgets. By 2030, the number of such “gas stations” will reach 150 thousand. It is also planned to introduce a zero transport tax on electric vehicles and make free parking for them.

Interestingly, in parallel, the authorities are going to limit the import of electric vehicles by increasing the size of the recycling fee and introducing the requirement for mandatory localization of the production of electric motors and batteries. This, according to journalists, indicates that the new program of the Ministry of Economy is aimed exclusively at supporting KamAZ, the only domestic automaker that has a model of a passenger car with an electric motor.
