Russia will create its own foundation for the development of open source programs

In order to unite Russian developers of open source software in Russia, they intend to create a non-profit organization Russian Open Source Foundation. This was stated by Ilya Massukh, head of the competence center for import substitution in the field of information and communication technologies. According to the RBC edition, the fund will be created before November 1, it will include Sberbank, VTB, Mail.ru Group, Yandex, Postgres Pro, Arenadata and a couple of other companies.

The development strategy for open source software until 2024 began to be developed this summer. Such initiatives are actively supported by the governments of the US, EU and China, as well as the largest technology corporations (Google, Microsoft, Huawei). Russian state-owned companies use open source products, and often they create what has already been developed earlier. Therefore, officials want to make sure that most of the code is distributed under an open license and available in public repositories. The project will be financed from the state budget, funds from development institutions, state corporations and private investments.

The draft document states that the fund will coordinate the activities of communities of developers, educational and scientific organizations, and also act as an operator of a domestic repository or mirrors of the largest foreign repositories. In addition, he will offer grants to developers for the development of such software.

Open source is software that is distributed under the terms of a free license agreement. Everyone has the right to use the program for any purpose not prohibited by law, and can make changes to the code. A striking example of such software is the Linux operating system.
