In Russia, they may start licensing voice communications over the Internet. The Federal Communications Agency (Rossvyaz) is currently investigating the possibility of licensing services such as Skype, Viber and WhatsApp. This was reported by Kommersant.

Information about the research tender was found on the government procurement portal dated January 13. The initial cost of the study is estimated at 50.2 million rubles.
According to the description of the project, the contractor will have to analyze the existing systems for the transmission of voice traffic via the Internet protocol, work out a “road map” for the introduction of licensing and prepare proposals for amendments to the legislation.
It is noted that the introduction of licenses would simplify control over such services for security authorities. Cellular operators have also been proposing for many years to impose restrictions on such services.
