Russian bankers will discuss with the Central Bank methods for identifying sources of capital from the sale of cryptocurrencies

The Association of Banks of Russia and the Ministry of Finance, during a meeting on financial technologies, decided to involve the Central Bank and Rosfinmonitoring in a discussion about ways to identify customers and their capital in the cryptocurrency market.

Association of Banks of Russia and Ministry of Finance of the Russian Federation held meeting dedicated to improving the cryptocurrency oversight bill. The meeting discussed the problems of choosing a model for making settlements for transactions with digital currencies, identifying users and confirming the transparency of the origin of capital after the sale of digital assets.

At the meeting, it was decided that for equal conditions for the functioning of different participants in the cryptocurrency circulation system, it is necessary to determine the areas of responsibility of banking organizations and other participants in the crypto market. One aspect of the threat to banks is the confirmation of the origin of the capital raised from the sale of digital assets.

During the discussion, the positive and negative aspects of nominal and special accounts for the settlement of transactions with digital assets, the boundaries of legal supervision for banks in identifying participants in exchangers and cryptocurrency exchanges, as well as the possibility of exchanging data when identifying sources of origin of cryptocurrency were noted.

The Ministry of Finance said that the bill is now going through government procedures. The authors of the draft law study and mark all proposals of interested parties. According to the regulator, the collected and analyzed proposals will be taken into account in the bill when it is considered in the State Duma.

At the end of the discussion, the parties agreed to hold a meeting with the Bank of Russia and Rosfinmonitoring, during which the problems of user identification and ensuring transparency of the origin of capital from the sale of digital assets will be discussed.

Recently, Anatoly Aksakov, chairman of the State Duma committee on the financial market, said that it is not worth expecting a draft law on the regulation of cryptocurrencies to be submitted to parliament in the near future.
