Amid the tension between Russia and Ukraine, Nicolás Maduro said this Tuesday (22) that “Venezuela is with Putin and with Russia”. The Venezuelan president also said he “rejects plans to encircle Russia militarily.” The statements were made during a meeting with government ministers shown on Venezuela’s state TV.
Maduro also claimed that the Minsk Accords – which signed the ceasefire in eastern Ukraine in 2014 – “were broken by the neo-fascist elite of the Ukrainian government, which is unconditionally aligned with the elites of the United States and Europe”.
Earlier, Syria also announced that it supports Russia’s decision to recognize the two breakaway regions in eastern Ukraine. “What the West is doing against Russia is the same as what they did against Syria,” said Faisal Mekdad, the Syrian foreign minister.
The country also said that it had plans to recognize Donetsk since last year. “Syria states that it is ready to work on building relations with the Luhansk and Donetsk republics and strengthening them with mutual interests,” a government statement said.
The movement of the two countries goes against the grain of the global community, but it is not a surprise. In the Syrian case, the country has been a staunch ally of Moscow since Russia launched a military campaign in Syria in 2015 that helped turn the devastating civil war in favor of dictator Bashar al-Assad. Vladimir Putin has even been to Syria in direct support of Assad.
In the case of Venezuela, the nation is one of Moscow’s main geopolitical allies. The two countries have a strong economic and military alliance, with Russia investing billions of dollars in Venezuela’s energy and defense sectors. Earlier this month, Russian Deputy Prime Minister Yuri Borisov met with Maduro in Caracas. The two entered into a military-strategic cooperation partnership.
In addition to geopolitical and economic factors, Nicolás Maduro and Bashar al-Assad have been in power for years and face sanctions from Western countries. That’s why they lean on Putin’s shoulders to stay in power and face what they see as threats from the West.
Global vision
For the most part, the international community has not been in favor of recognizing the breakaway regions in eastern Ukraine. The reason stems from international law and the founding principles of the Charter of the United Nations.
Article 2 states that the UN is based on the “principle of equal sovereignty for all its Members”. Furthermore, all signatories must “refrain from threatening or using force against the territorial integrity or political independence of any State”.
The United Nations has as one of its fundamental missions to maintain peace and security, in addition to taking collective action to prevent and remove risks to these objectives.
In other words, in this sense, international support for the Kremlin movement would open up the possibility for destabilizing or bellicose actions in the world, which could lead to territorial conflicts, for example. Therefore, the Secretary-General of the United Nations, António Guterres, was emphatic on this point.
“Let me be very clear, the Russian Federation’s decision to recognize the so-called independence of certain areas of Donetsk and Luhansk is a violation of Ukraine’s territorial integrity and sovereignty,” he said. global security and peace of recent years.
