The Russian Defense Ministry said on Tuesday that some troops in Russian military districts adjacent to Ukraine are returning to their bases.
Video footage published by the Defense Ministry showed some tanks and other armored vehicles being loaded onto railroad cars.
The news made stocks in the market regain some of the ground lost in recent days.
In an interview with CNN this Tuesday (15), senior US researcher at the think tank Brazilian Center for International Relations (Cebri), Fernanda Magnotta, said that this retreat is “surrounded by insecurities and concerns”.
She explains that there are two reasons that explain the decrease in tensions in the region. First, the threats of economic and financial sanctions against Russia.
“Russia, despite being a military and nuclear power, has faced for some decades a series of weaknesses in the economic field”, he pointed out.
The second and main reason raised by the professor is Ukraine’s position in relation to NATO (North Atlantic Treaty Organization), giving up on joining the military alliance.
“Although Ukrainians try to deny [que desistiram de ingressar na Otan], in practice it’s like everything fits together. It gives the impression that, in this negotiation process, the Ukrainians actually signaled for this retreat at some point”, declared Magnotta.
She recalls that NATO was created in the post-World War II context with the aim of functioning as “a large defensive bloc” – “if any of the countries were attacked, there would be a collective response”.
“The alliance has expanded since the Cold War to include countries in Eastern Europe, trying in a way to phagocytize the former Soviet republics. It bothers Russians a lot because it’s like all the time the western border is getting closer,” he said.
“NATO claims that the alliance is a collective defense pact and therefore has no offensive character and would not intend to invade anyone. But the Russians feel uncomfortable to the extent that, on the very close borders, would be weapons, missiles and defense equipment as a whole”, he added.
