US Deputy Secretary of State Wendy Sherman said on Tuesday that Russian troops “seem close to collapse” in Ukraine and that the Kremlin’s actions, including support for what she described as “fake referendums”. in some Ukrainian regions, they were a desperate measure by President Vladimir Putin.
