Russia’s response to US: Use of ‘military-technical’ means if we do not receive security guarantees

Russia officially informed the United States on Thursday that it would be forced to respond, even using “military technical means”, if Washington did not negotiate legally binding security guarantees for Moscow, Reuters reported.

At the same time, according to the RIA news agency, citing the Russian Foreign Ministry, Moscow is willing to discuss the possibility of controlling some of its missile installations on the European part of Russian territory, in exchange for controlling US missile defense systems in Poland and Russia. The idea was mooted by Washington last month.

Mutual inspections, if they go ahead, could address concerns voiced by Russian President Vladimir Putin that Polish and Romanian facilities could be used to develop Tomahawk missiles against Russia.

The Russian document lists a number of demands for the de-escalation of the situation around Ukraine. These include the cessation of Western arms supplies and the removal of those already sent, the withdrawal of Western military advisers and trainers from Ukraine, and the cessation of any joint NATO-Ukraine exercises.

A copy of Russia’s written response to the US counter-proposals for security guarantees was published by the Russian agency TASS. In it, Moscow said Russia’s “red lines” were being ignored and that it was concerned about growing US and NATO military activity near the Russian border.

The “military-technical” response, first addressed by President Vladimir Putin in December, could include a range of measures, including the development of missiles and troops, cyber warfare and even the use of “space weapons”.

At the same time, Russia emphasizes that its proposals for security guarantees should be interpreted as a whole text and that the US should not choose only “parts” of the text. According to the Russian side, such an approach raises doubts about the US will to resolve the situation.

Russia also points out that the US ultimatum to withdraw troops from Russian territory, combined with threats of sanctions, is unacceptable and degrades the chances of finding a common ground.
