To improve the EU’s preparedness and response to public health risks such as chemical, biological, radiological and nuclear threats (CBRNs), the Commission is building up strategic stockpiles of response capacity through the EU Civil Protection Mechanism. rescEU EUR 540.5 million, set up in close cooperation with the European Emergency Preparedness and Response Authority (HERA). The stock will consist of equipment and medicines, vaccines and other therapeutic agents for the treatment of patients exposed to CBD emergency agents, as well as a rescueEU disinfection reserve for the provision of disinfection equipment and special response teams.
As an immediate first step, the EU has mobilized its rescEU medical stock to supply potassium iodide tablets that can be used to protect humans from the harmful effects of radiation. Almost 3 million iodine tablets have already been delivered to Ukraine through the EU Civil Protection Mechanism, with the help of France and Spain.
EU Commissioner for Health and Food Safety Stella Kyriakidou stressed that “health security needs preparedness. Preparation for chemical, biological, radiological and nuclear threats is an essential element in maintaining the safety of our citizens and a key “HERA is our monitoring mechanism and works around the clock to support the EU’s actions through the Civil Protection Mechanism to provide preparedness support to Ukraine and our Member States.”
Crisis Management Commissioner Janes Lenarsic said: “We are taking concrete steps to increase Europe ‘s preparedness against potential threats. At the same time, we’re creating a disinfection reserve and a new stock of equipment adapted to chemical, biological or nuclear emergencies. “Our goal is to provide our citizens with a rapid response if such an emergency ever occurs.”
Humans may be exposed to CBRN agents as a result of unintentional disasters (eg chemical plant leaks, nuclear power plant incidents, the spread of infectious disease) or deliberate incidents (eg terrorist attack). Preparing to deal with the risks of such threats is a key part of the EU’s CBRN stockpile strategy. The Commission is therefore developing under rescEU:
– Strategic emergency stockpile for rescEU CBRN: The stockpile, designed with Member States, will include response equipment – such as personal protective equipment and detection, identification and monitoring equipment – and medicines, vaccines and other therapeutic agents. The stock will make a significant contribution to building CBD resilience in the EU, as it will include equipment and medicines that may be difficult to manufacture in times of crisis or that may suddenly be required in larger quantities than those available in national stocks. The CBRN stock is a first step towards building better capacity to deal with incidents at nuclear power plants, chemical plant emergencies, terrorist attacks or the spread of infectious disease and more.
– rescEU disinfection reserve: It will include both personnel and equipment for the disinfection of people, infrastructure, buildings, vehicles or critical equipment exposed to CBD agents. At the request of the affected Member State, the rescEU disinfection reserve may be developed. The reserve will be developed and hosted by Croatia, Germany and Spain and will be 100% funded by the EU with an initial budget of 66.7m euros.
