Second home outside the region? You can go there. Mystery revealed

Can the second house outside the region in the orange or red zone be reached? The question that tormented the Italians, after Conte threw this surprise bomb inside to the new Dpcm of January 16, entered into force today (January 17), has an answer.

Going to the second house, even outside the Region, is always possible. So says the note from Palazzo Chigi which confirms the interpretation of the new Dpcm in force from today on travel to holiday homes.

Here is what you can do and what not to do based on the new rules that are valid until March 5th.

You can go to the second house outside the region.
There are no color restrictions.
Return to one’s residence, domicile or home is always permitted.
You cannot go with anyone, but only with your cohabiting family unit.
It is also allowed to go to second homes for rent, as long as they are not short-term rentals. A house taken for a weekend is not considered a second home.

As for the other rules

You can reunite with your partner who lives in another region in the house where they usually stay together.

The curfew is always in effect from 10pm to 5am, even in the yellow regions. Anyone who needs to leave the house during the curfew for work, emergencies and health must complete the self-certification.

In the orange regions, trips are allowed from 5 to 22, but only within their own municipality. In this case there is no need for self-certification.

In the red regions any kind of travel is prohibited except for proven needs and to go to open shops.

You can go by car with the whole family both to second homes and for other permitted movements.

Visiting relatives and friends is permitted, but only once a day (even in the yellow regions) and a maximum of two adults, as well as children under 14 and people living with disabilities.

Who has elderly parents, can reach them, but to leave the region, only if it is a single parent in need, or not self-sufficient. One person can be moved (with self-certification) bringing with you minor children.

Only two guests can be invited to the house, once a day and respecting the curfew. Children under 14 and dependent disabled are not counted.

In the yellow areas bars, restaurants, pastry shops and ice cream parlors are open from 5 to 18; a maximum of 4 people can sit at the table “unless they all live together”. After 6 pm “it is forbidden to consume food and drinks in public places and places open to the public. Home delivery is always allowed. Takeaway is allowed until 10pm, but cannot be consumed on site or in the vicinity of the restaurant. On the other hand, for bars without kitchens and shops that sell retail drinks, take-away is only allowed until 6pm. In the orange and red areas, public establishments are closed, except for home delivery.

The ski lifts and slopes are closed. They remain open only for “professional and non-professional athletes”, recognized as being of national interest by CONI, CIP and their respective federations “for training.

From 15 February the lifts will be open to amateur skiers but only after the approval of the guidelines of the Regions validated by the CTS.

The museums reopen but only in the yellow regions, from Monday to Friday, with reservations and limited admissions. Cinemas, theaters, concert halls, discos and dance clubs remain closed.

The cruises of Italian ships can start again.

Those arriving in Italy from an EU country must not remain in quarantine, a quick swab performed in the previous 48 hours, with a negative result, is sufficient.
