See the full text of the draft humanitarian resolution presented by Russia

The Itamaraty is evaluating the possibility of supporting a draft humanitarian resolution on the war in Ukraine that was presented by Russia at the UN Security Council.

“The Security Council

PP1* remembering its primary responsibility under the Charter of the United Nations for the maintenance of international peace and security;

PP2* expressing grave concern over reports of civilian casualties, including children, in and around Ukraine;

PP3* manifesting grave concern about the deteriorating humanitarian situation in and around Ukraine, with an increasing number of internally displaced persons and refugees in need of humanitarian assistance;

PP4* approving the United Nations Secretary-General’s call to return to the path of dialogue and negotiations;

PP5* appealing negotiating a ceasefire to allow for the rapid, safe, voluntary and unimpeded evacuation of all civilians, and emphasizing the need for the parties involved to agree on humanitarian pauses to that end;

PP6* demanding that all parties respect their obligations under international humanitarian and human rights law;

PP7* reiterating the call on all parties to respect and protect civilians and refrain from attacking, destroying, removing or rendering useless civilian property, including those that are indispensable to the survival of the civilian population and necessary for the provision of essential services,

PP8* condemns vehemently attacks directed against civilians and their property, including indiscriminate bombing, as well as the act of placing military objects and equipment in densely populated areas and close to civilian possessions and taking advantage of these assets for military purposes, putting the lives of the civilian population at risk in violation of international humanitarian law;

PP9 appealing to all parties to respect and protect humanitarian workers, their facilities, equipment, transport and supplies and to ensure safe and unimpeded access for humanitarian workers, such as the delivery of supplies and equipment, to enable such personnel to perform effectively its task of helping affected civilian populations, including the internally displaced;

PP10 appealing to all parties to take the necessary measures to ensure the protection of the injured and sick, as well as the safety and security of doctors and humanitarian workers exclusively engaged in medical tasks, their facilities, equipment, transport and supplies, including develop effective measures to prevent and deal with acts of violence, attacks and threats against them, and ensure that the wounded and sick receive, as far as possible and with the least possible delay, the necessary medical care and attention, reiterating the applicable rules of the International Humanitarian Law relating to the non-punishment of any person for carrying out medical activities consistent with medical ethics;

PP11* emphasizing the need to guarantee the humane treatment of detainees in accordance with international humanitarian law;

OP1* Require that civilians, including humanitarian workers and people in vulnerable situations, including women and children, are fully protected;

OP3* Require that all interested parties ensure the respect and protection of all medical and humanitarian task forces exclusively involved in their medical functions, their means of transport and equipment, hospitals and other medical facilities”
