Senate amendment would allow expansion of Brazil Aid to 20 million families

The proposal for a parliamentary amendment negotiated by the Federal Senate for the vote on the PEC dos Precatórios proposes the expansion of Auxílio Brasil, a new social program of the federal government, from 17 million to 20 million families.

With the removal of the spending ceiling for the payment of an amount of BRL 89 billion in legal debts, the idea is to forecast for next year an additional transfer of BRL 64 billion to the social program, in addition to the BRL 35 billion that were already programmed for Bolsa Família.

Thus, according to the calculations of both government and opposition senators who are discussing the parliamentary amendment, it would be possible to increase the total number of families benefiting from social assistance by R$400.

The idea discussed in the Federal Senate is that the amount of court orders be paid next year through extraordinary resources. In addition to the R$64 billion for Auxílio Brasil, there would be R$25 billion left over for social security expenses.

The inclusion of the parliamentary amendment, however, would force the PEC dos Precatórios to be analyzed again by the Chamber of Deputies, the main factor of resistance at the Palácio do Planalto. A new vote in the Legislative House creates the risk that the amount of R$ 400 will be left for next year.

The proposal discussed by the Federal Senate also establishes as a condition that the budget relief is not used to pay the rapporteur’s amendments, which were suspended by the STF (Supreme Federal Court) due to lack of transparency.

The text of the parliamentary amendment has been discussed by the political articulation of the Palácio do Planalto. The idea is that, by the end of the week, the proposal is taken to the Ministry of Economy.

In private conversations, reported to the CNN Brasil, senators both from the center and from the opposition have defended the political articulation of the Planalto Palace as an alternative to make Brazil Aid that does not go through the revision of the spending ceiling, today the main factor of resistance in the Legislative House.
