Senate approves investigations in Rio to monitor Moïse case

The Human Rights Commission of the Federal Senate approved, this Monday (7), a request to carry out an external diligence in Rio de Janeiro in order to follow up on the case of Moïse Kabagambe, a young Congolese murdered in the capital of Rio de Janeiro on the 24th. of January.

The request, authored by Senator Humberto Costa (PT-SE), points out as “essential” that the Commission “follow up the investigations into this murder, listen to those involved and, above all, promote a debate about the situation of refugees in Brazil”.

The senator points out that, according to the 1951 United Nations Convention, to which Brazil is a signatory, it is necessary to ensure that people in refugee status “have access to labor rights as well as Brazilians”.

“This brutal act is a flagrant case of violation of the right to life and human dignity, yet another unacceptable case of structural racism and xenophobia: it is a shocking normalization of acts against the life of black people and torture in the square. public”, the text states.

This is not the only request from Congress on the Moïse case, which has reverberated around the world. At least four requests from the Legislature in Brasília were presented.

In the Senate, the Human Rights Commission and the Permanent Joint Commission on International Migration and Refugees (CCMIR) made requests for representatives of the Justice ministrythe Congolese Embassy, ​​the OAB-RJ and the National Committee for Refugees.

A request for follow-up to the investigations was also made in the Chamber of Deputies, and the House’s Human Rights Commission wants to meet with Moïse’s family members and representatives of the state government, city hall and the Brazilian Bar Association (OAB).

The Chamber’s Mixed Commission on Migration and Refugees called the Federal Public Ministry (MPF) calling for the elucidation of the crime and the guarantee of the rights of immigrants and refugees in the country.

Congolese Moïse Mugenyi Kabagambe, 24, died after a series of assaults that occurred after he charged the payment of two late nights at the Tropicália kiosk, in Barra da Tijuca, where he worked, according to his family.

The case of Moïse Kabagambe is under investigation at the Homicide Police Station in the city of Rio de Janeiro.

Three people have been arrested so far: Aleson Cristiano de Oliveira Fonseca, the “Dezenove”; Brendon Alexander Luz da Silva, the “Totta”; and Fábio Pirineus da Silva, “Belo”, accused of participating in the beating of the young man.

The Congolese’s family arrived in Brazil in 2014, all as political refugees, to escape war and hunger. According to the Embassy of the Democratic Republic of Congo, in Brasília, Moïse is the fifth victim murdered in the country since 2019. According to the diplomatic representation, there were three deaths in Rio de Janeiro, one in São Paulo and one in Brasília.
