Senate CCJ sets vote on tax reform for the 23rd

The Senate Constitution and Justice Committee (CCJ) has set the vote on the tax reform (PEC 110/2019) for next Wednesday (23).

The president of the House, Rodrigo Pacheco (PSD-MG), promised to take the proposal to the plenary after approval by the commission.

The reform unifies the collection of taxes in a Value Added Tax (VAT).

The opinion presented by Senator Roberto Rocha (PSDB-AM) creates a Dual VAT, divided into two taxes.

One federal, uniting PIS and Cofins in the Contribution on Goods and Services (CBS), and another subnational, called IBS (Imposto sobre Bens e Serviços), which would unify the ICMS, currently charged by the States, and the ISS, collected by the municipalities.

The approval of the tax reform is still surrounded by doubts in the Senate. Party leaders and members of the CCJ say that there are chances of the text being approved in the commission, but the possibility decreases in the plenary and practically does not exist in the Chamber at the moment.

“Approved by the CCJ, it will be guided by the Plenary for the good of society that expects a reform in the tax system”, said Pacheco.

There is still doubt about the real interest of the government of President Jair Bolsonaro in approving the measure. “I think this is the last window of opportunity for this generation of ours, and we have to take advantage of it. This is not a matter for the government, this is a matter for the Senate. It was born and ends in the Senate, because this is where the promulgation of this matter will take place”, said the PEC rapporteur, Roberto Rocha (MA).

For the same meeting, the president of the CCJ, Davi Alcolumbre (DEM-AP), guided the Law of the General Sports Law and the flexibilization of the carrying and possession of weapons.
