Senate plenary debate PEC on Precatório this Monday (22)

The plenary of the Senate will debate the Proposed Amendment to the Constitution (PEC) of the Precatório this Monday (22), starting at 3 pm, in a thematic session. Approved in two rounds in the Chamber of Deputies, the text is facing resistance in the Senate and lawmakers are looking for alternatives for the approval of the matter.

The debate is part of the senators’ effort to reach a consensus solution that makes the payment of Auxílio Brasil, the successor social program to Bolsa Família, feasible, without postponing the payment of court orders or changing the spending ceiling, as critics say. to the text approved by the Chamber of Deputies.

Senator Izalci Lucas (PSDB-DF) is the first signatory of the requirement to hold the hearing, which also had the signatures of six other senators and two leaders of parties and parliamentary blocs.

The application proposes that the session be attended by representatives of the Independent Fiscal Institution (IFI) of the Senate; the Ministry of Economy; and the budget consultancies of the Senate and the Chamber of Deputies.

Senator Rogério Carvalho (PT-SE) presented an amendment, approved by the plenary, including Tereza Campello, former minister of Social Development and Fight against Hunger, in the session.

The rapporteur of the PEC in the Senate and leader of the government in the Senate, Fernando Bezerra Coelho (MDB-PE) said on social media last week that “there is a willingness on both sides to build a great understanding” around the text.

In recent days, Bezerra Coelho held meetings with senators to discuss possible improvements to the text to be considered at the Casa. Among the interlocutors were senators José Aníbal (PSDB-SP), Oriovisto Guimarães (Podemos-PR) and Alessandro Vieira (Cidadania-SE), authors of alternative PECs.

The PEC dos Precatório is the Bolsonaro government’s bet for the payment of Auxílio Brasil, a replacement for Bolsa Família, by the end of 2022. the spending ceiling.

One of the alternatives under study maintains the payment of court orders scheduled for 2022, on an emergency basis, outside the spending ceiling. With that, the balance for the aid would reach almost R$ 100 billion. In the Chamber, the approval of the theme in the second round took place on the 9th of the month by 323 votes to 172.

Alternatives to the PEC of Precatório

As revealed the CNN, senators Alessandro Vieira (Cidadania-SE), José Aníbal (PSDB-SP) and Oriovisto Guimarães (Podemos-PR) presented to the PEC rapporteur a new text that removes judicial debts from the spending ceiling and provides for assistance to 21 million families with a monthly benefit of R$400.

The senators’ proposal also intends to extinguish the rapporteur’s amendments (RP9), whose execution is suspended by decision of the Federal Supreme Court (STF), in addition to the amendments proposed by Congress commissions (RP8), which have no constitutional provision, according to the trio of parliamentarians.
