Senators debate on fuel ICMS reduction

Senators Paulo Rocha (PT-PA) and Marcos do Val (Podemos-ES) defended different points of view, this Saturday (2), during the Debate CNN on the issue of reducing the Tax on the Circulation of Goods and Provision of Services (ICMS) on fuel.

For Rocha, the issue is the dollarization of fuel. According to Do Val, President Jair Bolsonaro (PL) is looking for alternatives to the rise in prices after the war between Russia and Ukraine and the Covid-19 pandemic.

“The PT voted against the reduction of ICMS. Because we thought that this is not the main issue of fuel prices in our country, it was the dollarization of the Petrobras issue. That dollarized the barrel of oil and made it more expensive. If that was the main remedy, the federal government would have done it long before,” said Rocha.

“The issue of dollarization that made the operation and the oil refinery in our country more expensive, forcing that price to reach the pump, something that the reduction of ICMS will not do”. “A serious loss for states and municipalities in the reduction of their collection, putting in check the concern to reduce in order to pay for other public policies”, he concluded.

In the morning, in a speech at Farol da Barra, in Salvador, Bolsonaro criticized the governors of the Northeast for “taking legal action against the reduction of taxes on gasoline”.

Bolsonaro sanctioned, on June 24, the text that establishes a fixed rate for ICMS. According to the president, governors are not willing to give up resources for the benefit of the people.

“This is unacceptable, a party, a region of our country, whose governors say they help the poorest, but when the time comes, they do exactly the opposite”, he explained. And he added that the country will have one of the “cheapest” fuels in the world.

Do Val says that there is no scenario for criticism. “President Bolsonaro could avoid creating this friction with the governors. It’s democratic, governors have the right to make this move, but society has gone through a pandemic that no other government and no one in this world has gone through. And soon after, a war that made the fuel go up a lot.”

“But he inherited a series of situations that led to gasoline having this value. And we are trying to find a way to resolve it so that Brazil does not go into crisis”, concluded Do Val.

As of Saturday afternoon, 16 states had announced the reduction of ICMS on fuel, according to a survey carried out by the Agency. CNN : Alagoas, Espírito Santo, Bahia, Pará, Goiás, Maranhão, Minas Gerais, Paraíba, Paraná, Rio de Janeiro, Rio Grande do Sul, Rondônia, Roraima, Rio Grande do Norte, Santa Catarina, São Paulo, in addition to the Federal District.

On the other hand, Mato Grosso and Mato Grosso do Sul have not yet defined the tax reduction. The other states did not respond on the subject.

The change follows a definition by the National Council for Finance Policy (Confaz), which changed the ICMS collection rules in the wake of the decision of the Minister of the Federal Supreme Court (STF) André Mendonça.

The magistrate determined, last week, that the ICMS rates charged on all fuels be uniform throughout the country.
