The rebels instructed the local population to stay at home: “Take care of yourself and your family, try not to leave the house unnecessarily. During the bombing, do not leave the shelter.”

Russia has denied the attacks. The Defense Ministry also claims the missile is used only by the Ukrainian military and similar to the one that hit Donetsk city center on March 14, killing 17 people, according to the state news agency RIA.
