A shocking video is released from the explosion of a government building in Kharkiv, in eastern Ukraine. The video was posted on Twitter by The Economist’s correspondent, Oliver Carroll.

It is believed that the explosion was most likely caused by a rocket.
Earlier it was known that The Russian army blew up substations in Kharkov, according to the mayor of the city Igor Terekhov, quoted by the news agency Ukrinform. The attacks caused power outages and water shortages, according to the same source.
The Ukrainian news agency UNIAN reported on the destruction of the highest floors of two apartment buildings. This information could not be confirmed by independent sources.
