In Russia, it will be allowed to sell some gadgets without pre-installed domestic software. This was reported by the publication “Izvestia” with reference to the Ministry of Digital Development, Communications and Mass Media. We are talking about devices that are imported to Russia through parallel imports. The ministry proposed to cancel the rules for them before the end of this year.
The relevant bill has already been prepared, it provides for exemption from administrative liability for the sale of certain types of technically complex goods without established Russian programs. Among such goods there are products of Apple, Asus, HP, Motorola, Panasonic, Samsung, Nokia, Sony, Siemens, JBL and other companies.
Recall that from April 1, 2021, in Russia it is impossible to sell devices without pre-installed domestic software, and on June 28, the President of Russia signed a law legalizing parallel imports to the Russian Federation. It provides for the possibility of importing goods without the permission of the copyright holder and removes liability from Russian companies. The first smartphones and laptops for parallel imports have already begun to be sold in the country.
