Social networks in Russia will be forced to install attendance counters

The Federal Service for Supervision of Communications, Information Technology and Mass Media (Roskomnadzor) will propose to embed attendance counters into social networks, for which they will have to install the software proposed by the department.

With the help of such a step, Roskomnadzor is going to find out whether the social network falls under the requirements of the law on self-identification and removal of prohibited content. The draft document was published on the portal of draft normative acts, while its public discussion will continue until March 18.

Information about the attendance counters will be posted on the Roskomnadzor website. They will determine “the number of single calls per day by unique users located in Russia to an information resource, ensuring its full load.”

If the number of visitors to the social network cannot be counted using these counters, then the management of the social network will be obliged to send the necessary information to Roskomnadzor upon request.

On February 1, a law came into force obliging social networks with an audience of more than 500 thousand users in Russia to independently identify and block prohibited content.
