Socially significant sites were allowed to show videos, but in low quality

The Ministry of Digital Development, Communications and Mass Media of the Russian Federation has revised the requirements for socially significant sites under the state program “Accessible Internet”. This was reported by Kommersant. The new government decree says that sites that are accessed even with a zero balance will be able to show videos, but only in low resolution (480p). At the same time, they are prohibited from posting paid services and links to them, downloading information from foreign resources, making voice and video calls, as well as audio and video messages.

According to the law “On Accessible Internet”, operators are obliged to provide free access to socially significant sites and services, the list of which must be approved by the government. At the moment, this initiative is working in an experimental mode, the operators provide free access to 371 sites, including “Gosuslugi”, Yandex and “VKontakte”.

Initially, Russian operators criticized the project of socially significant sites, since in such a list, in their opinion, resources with advertising and services where videos are posted can be included. Now the document has been revised taking into account all the wishes of the operators and the interests of users.

Representatives of MTS, MegaFon and VimpelCom reported that video with a resolution of 480p would be sufficient for viewing, this would reduce the load on the operators’ infrastructure while providing free access to websites. Tele2 believes that the load will depend on the amount of content and the number of users. Rostelecom is still studying the document.
