On April 26, Germany approved the delivery of Gepard anti-aircraft guns to Ukraine, a move backed by 55% of Germans who said in a poll that Europe’s largest economy should supply Ukraine with such weapons.

However, this decision did not help to overturn public perception that Soltz is undecided and lacks leadership. A poll published in Bild am Sonntag found that 54% were dissatisfied with Soltz’s handling of the crisis. His acceptance rate fell to 32%, according to the poll.

Fearing that Russia might extend the war to countries other than Ukraine, some of Germany’s allies in the NATO military alliance had expressed dissatisfaction with Soltz’s initial reluctance to equip Ukraine.

Others, such as Poland, are unhappy with Germany’s opposition to an EU embargo on Russian gas imports.

The Greens and the Liberals, the smaller partners in Scholz’s Social Democrat coalition, are more willing to provide more military assistance to Ukraine.

Soltz had to balance their demands with those of his left-wing party members who say the delivery of heavy weapons to Ukraine risks provoking a Russian military response in a third country and sparking a wider conflict.

Moscow calls its actions a “special operation” to disarm Ukraine and rid it of Western anti-Russian nationalism. Ukraine and the West say Russia has launched an unprovoked offensive war.
