President Jair Bolsonaro (PL) sanctioned the 2022 Annual Budget Law, informed the General Secretariat of the Presidency of the Republic. The sanction of the text, with vetoes, was published in the Official Gazette this Monday (24).
The text provides for a total amount of expenses of BRL 4,730,024,789,081.00, of which BRL 1,884,865,486,134.00 refers to public debt. Including the investment budget, the total is BRL 4,826,536,184,933.00 “and sets the expense at the same amount”.
in interview at CNN This Monday (24), federal deputy Hugo Leal (PSD-RJ), budget rapporteur, said that some cuts “are worrying” and will take the text for analysis by the Joint Budget Committee (CMO).
“The proposed cuts affect the Commission’s amendments, which we call RP8, and RP2, which are amendments by the Executive itself. He [Bolsonaro] made cuts in these expenses, which we are concerned about,” he said.
“You [cortes do orçamento] that draw the most attention are in the area of education, which for us has no justification, and in the area of work, especially the INSS”, he added.
According to Leal, it was decided that it would be necessary to increase resources for the INSS because of the volume it will have in 2022.
“In 2020 and in 2021, we had a lot of retraction in the expansion of benefits, in the issue of retirement… ”, declared.
“I am surprised as a rapporteur, but also as a parliamentarian, a significant cut of almost R$ 1 billion of an increase necessary for the INSS to function in its entirety, to meet the demands of the population, especially those who need it most”, completed.
Finally, the rapporteur stated that he will take the budgetary issues to be discussed in the Joint Budget Commission (CMO) and with the leaders of the National Congress, to decide whether the vetoes will be maintained or overturned.
