Reflecting the improving market mood, the CBOE volatility index, the Wall Street fear gauge is down 7% to 23.89.
Among the top 11 sectors, the consumer staples index is rising 1.1% as the best performer after the opening bell. On the other hand, the Industrial Index has risen only 0.13%.
Hours earlier, US data showed that housing starts and building permits were up 3.9% and 6%, respectively, in August. However, these readings do not appear to have a noticeable impact on market sentiment.
