Metrô de São Paulo will terminate the contract with Consórcio Monotrilho Ouro, responsible for the construction of the Line 17-Ouro monorail in the city of São Paulo. The measure takes place due to the stoppage of works, and a fine of R$ 118 million will also be imposed.
In addition, the consortium will not be able to participate in new public contracts for two years. According to the São Paulo government, there was “unjustified delay” in construction.
“The State Government and the Metrô have been demanding a recovery plan for deadlines. The demands intensified from January onwards and, given the contractor’s slowness in demonstrating its ability to resume the pace of works, the Metrô concluded the contract termination process”, explains the state administration.
Now, three possibilities for the continuation of the works are studied. One of the companies that were classified in the bidding already carried out can be hired; the company that will operate the monorail will continue the works; or else a new tender will be held.
Line 17-Gold is expected to be in operation by the first half of 2026 — currently, 80% of the “civil works” are completed. According to the state administration, the contract termination does not affect the pace of train manufacturing and systems installation.
Metro technicians should be sent to China in August this year to “follow the tests of the systems and rolling stock” of the consortium responsible for supplying these materials.

According to the “priority” project, Line-17-Gold of the São Paulo Metro will have eight stations, a patio and be 7.7 km long. It is estimated that 185,000 passengers are transported per working day on the monorail.
Work began in 2012 and, in 2018, a contract was signed with Via Mobilidade for the consortium to operate the monorail for the next 20 years, providing for investments of more than BRL 3 billion in “maintenance, conservation, improvements, requalification, adequacy and expansion of the lines”.
In addition, a substation and bicycle path must be built along the entire length of the operational stretch.
The stations that are currently being built are: Jardim Aeroporto, Congonhas, Brooklin Paulista, Alderman José Diniz, Campo Belo (with integration with Line 5-Lilac), Vila Cordeiro, Chucri Zaidan and Morumbi (CPTM).
