Rio de Janeiro’s civil police arrested, last Friday (15), a man convicted of killing an American couple, executives from the oil company Shell.
The case of double robbery, when there is robbery followed by death, completed 20 years last month. Jossiel Conceição dos Santos had an open arrest warrant and was located after intelligence work by agents from Rio’s 12th Police Station, in Copacabana.
He was on a street in Taquara, a neighborhood in the west of the capital of Rio de Janeiro.
Deputy Ângelo Lages, who coordinated the work resulting in the criminal’s arrest, explains that the investigation was complex and, at the time, had the support of the FBI, the North American intelligence service.
The accused was arrested in 2004 and had his sentence converted to the semi-open regime in 2014. Shortly afterwards, in 2018, he was transferred to the open regime and house arrest.
In 2019, the decision was reviewed by the Rio de Janeiro Court of Justice and the current arrest warrant was issued.
The case
The criminal worked as a caretaker in a residence neighboring the property of the victims, Zera Todd and Michelle Staheli, located in a luxury condominium in Barra da Tijuca, a neighborhood in the west zone of Rio de Janeiro.
According to investigations, after studying the foreign couple’s routine, Jossiel broke into the executives’ home on the night of November 30, 2003. Armed with a crowbar and wearing gloves on his hands, he struck the victims while they were sleeping.
The man died instantly and his wife spent four days in hospital before passing away. The couple had been in Rio for three months working for the multinational Shell.
In April 2004, Jossiel broke into another house in the same condominium. This time, the target was a Greek consul, who was awake and called security. Upon being arrested and caught, the then suspect confessed to the police that he had been responsible for the deaths of the Americans the previous year.
At the time, he claimed to have been motivated by revenge, as he had been a victim of racism committed by Todd Staheli, which was not proven during the investigations and trial of the case.
