NATO’s Rapid Reaction Force has about 40,000 troops so far.

At the Madrid summit, NATO will also change its language on Russia, which in the alliance’s latest strategic report since 2010 was still described as a strategic partner.

“This will not apply to the strategic concept we will agree on in Madrid,” Stoltenberg said.

“I expect the allies to make it clear that Russia is an immediate threat to our security, our values and our rule-based international order,” he said.
