SYRIZA Conference: ‘Umbrella’ downloads a counter-proposal against Al. Tsipras for election of president

It expresses its disagreements with the proposals of Alexis Tsipras for election of president and Central Committee from the base of SYRIZA in an amendment against Alexis Tsipras, asking for the power of the nomination of president to remain in the congress.

The amendment expresses the Umbrella as a whole, will be put to a vote tomorrow Saturday, against the suggestion of Alexis Tsipras and will be signed “indicatively”, as clarified by its executives: Dimitris Vitsas, Nikos Voutsis, Thodoris Dritsas, Efi Kalamanara , Andreas Xanthos, Dimitris Papadimoulis, Michalis Sampatakakis, Rania Svigkou, Panos Skourletis, Euclides Tsakalotos, Nikos Filis, Tasia Christodoulopoulou.

Analytically, the counter-proposal of Umbrella that will be put to a vote against the proposal of Alexis Tsipras, is as follows:

Introductory note

With this note, the signatories submit our proposal for the provisions of the party’s Articles of Association, which defines the manner of election of the President and the members of the Central Committee. Our proposal, a product of thought and cooperation in a spirit of camaraderie, aims to describe an open, unifying, participatory and democratic process. It seeks to give the process the following advantages:

Firstly, it clearly states what is the fundamental organ of the Party, from which not only the President and the Central Committee are elected, but more importantly, to which these two bodies are accountable: the Congress. The aim here is to have an institution that is strong and resilient on the one hand, and sufficiently open and participatory on the other, both for the election and for accountability. The central idea is that participatory democracy makes sense when exercised on a framework that supports party function and provides institutional counterweights.

Secondly, it confirms the central position of the Party for practical gender equality through the 50% quota in the Central Committee.

Thirdly, it ensures the equality of the votes of all the delegates. Everyone votes for all members of the Central Committee. It also ensures proportionality in the representation of all regions in the Central Committee based on the number of members, avoiding the over-representation of some regions and consequently the under-representation of others.

Article D: Election of the Central Bodies of the Party

The President of the Party is elected by the Congress of the Party. The candidacy submission is submitted to the Central Election Commission, signed by at least 300 delegates.

In order to be elected President of the Party, one needs to receive 50% plus one of the votes of the elected Congressmen. In case there is more than one candidacy for the presidency of the Party and if none of the candidates obtains 50% plus one of the votes, the process is repeated between the first two.

The Central Committee of the Party is elected by the Congress and each elected Congressman has an equal number of votes and is elected by all the Regions. A candidate member of the Central Committee can be any member of the Party, whether he is a Congressman or not. The nominations of the members of the Central Committee are submitted to the Central Election Commission until the end of the Conference.

The rule of the gender quota at a rate equal to 50% applies to the election of the members of the Central Committee.

In order to ensure the representation of all the Regions in the Central Committee, the following applies to the election of its members:

A) the proposal on the proportionality of the representation of the regions is submitted to the Court by the outgoing Central Committee and approved by it.

B) the members of the Central Committee who come from Member Organizations of the Attica Region can not exceed 50% of the total (cut above).

C) The distribution of the positions of the Central Committee for the other Regions is proportional to the number of members of each region until the holding of each Conference.

For the Third Conference, the breakdown in absolute numbers is as follows:

a) Eastern Macedonia and Thrace: 10 members

b) Central Macedonia: 34 members

c) Western Macedonia: 10 members

d) Epirus: 10 members

e) Thessaly: 12 members

f) Ionian Islands: 6 members

g) Western Greece: 20 members

h) Central Greece: 8 members

i) Peloponnese: 14 members

j) North Aegean: 4 members

k) South Aegean: 4 members

l) Crete: 16 members

n) Abroad: 2 members

D) The State MPs and the MEPs who are candidate members of the Central Committee are part of the Region where their Organization belongs. The deputies who are candidates for members of the Central Committee are part of the Region in which they are elected as deputies, regardless of the geographical affiliation of their Organization.

Chapter 7, Section II, Article 37: General rules for SYRIZA-PS members in public political office (paragraph 3)

3. Executives holding a government position or office (member of the Council of Ministers, Deputy Minister, General and / or Special Secretary, executive member of the Board of Public Organization, DEKO, NPDD, NPID of the general government or other legal entity of the public, member of International Organization or Independent Authority), as well as the Members of Parliament and MEPs may not exceed 30% of the members of the Central Committee, the NE, the PG and the Coordinators of the NE, when SYRIZA-PS participates in the Government and the 20% when not participating.
