SYRIZA-PS Amendment: Households should not be excluded from Social Housing Tariffs and Welfare Benefits

The purpose of the amendment is to redress the injustice of excluding households from HEDNO Social Housing Tariffs and OPEC Welfare Allowances because, although their property status has not changed in 2021, the new fair values ​​increased by 55% on average % of the regions of the country, exceed the limits of assets set by the legislation for CTOs A and B and the allowances of OPEC.

And this today, when accuracy, inflation and huge increases in electricity are driving household expenditures, resulting in the end of their incomes in the second week of the month and threatening the middle classes with impoverishment and the weak with a new humanitarian crisis.

The amendment of the SYRIZA-PS deputies stipulates that when households whose property value has increased exclusively due to the new objective values, submit applications for CTOs A and B, Minimum Guaranteed Income, Social Solidarity Allowance for Uninsured Insured Employees Elderly and Housing Allowance, will be taken into account and will be entered electronically by AADE in the digital platforms of the applications the values ​​of the assets that appear in the determination of ENFIA of 2021.

On the contrary, when submitting applications for CTOs A and B and the above OPEC benefits, households whose real estate value decreased this year solely due to the new fair values, will be taken into account and will be introduced by AADE in the electronic application platforms. asset values ​​that appear in the Determination of ENFIA 2022.

In this way, the lower value of the real estate (of 2021 or ’22, respectively) will be taken into account for each application, so that the applicants do not risk losing their membership in CTO A and B and in the welfare benefits of OPEC.

A. EXPLANATORY STATEMENT

With the start of the application of the increased objective values ​​by 20% on average in 55% of the regions of the country, and the liquidation of the value of the citizens’ property with the recent issue of ENFIA, tens of thousands of households that were included in Social Housing Tariffs (CTOs) with based on their financial situation, are excluded. It is happening today that accuracy, inflation, huge increases in electricity are driving household expenditures to end their incomes in the second week of the month, threatening the middle class with impoverishment and the weak with a new humanitarian crisis.

Hundreds of thousands of vulnerable beneficiaries, whose survival depends on them, are similarly excluded from welfare benefits provided by OPEC.

In particular, they are excluded from the Minimum Guaranteed Income (formerly KEA), and thus are deprived of the extremely low CTO A, which was created in 2018 specifically for KEA beneficiaries. They lose the Social Solidarity Allowance for Uninsured Elderly, the Housing Assistance Allowance for Uninsured Elderly and the Housing Allowance granted by OPEC.

The reason is that the conditions for joining the CTO and the granting of welfare benefits include, in addition to income criteria, limits on the value of household real estate. The new, increased values ​​of real estate, as automatically entered by AADE in the electronic application system of HEDNO and OPEC, although the real estate has not actually changed, exclude households from CTOs A and B, the EU (which automatically refers to KOTA A), the Social Solidarity Allowance for Uninsured Elderly, the Housing Assistance Allowance for Uninsured Elderly and the Housing Allowance

In order to remove this injustice, the new objective values ​​of the real estate must be disconnected from CTO B and the four Welfare Allowances. That is, the data transferred electronically by AADE to the digital platforms of the applications to HEDNO and OPEC should not be those of the new, increased objective values, but of the values ​​that were valid before the recent increases. This change will not put an additional burden on the state budget.

In the applications to HEDNO and OPEC, for inclusion respectively, in the Social Housing Tariffs KOT A and B and approval of the welfare benefits in cash: Minimum Guaranteed Income, Social Solidarity Allowance for Uninsured Elderly, Unemployed Income Allowance submitted by households whose fair value has increased solely due to the new fair values ​​without any other change in it within 2021, will be taken into account and imported electronically by AADE the assets values ​​shown in Act of Administrative Determination of Real Estate Tax of the year 2021.

2. In the applications for inclusion in CTOs A and B and for the granting of the welfare benefits mentioned in par. 1 of OPEC, which are submitted by households whose objective value of real estate decreased exclusively due to the new objective values, without having if there is any other change in it within 2021, the values ​​of assets that appear in the Real Estate Tax Administrative Deed of 2022 will be taken into account and entered electronically in the digital systems of HEDNO and OPEC by AADE.
