The Senate President, Rodrigo Pacheco stated, this Friday (25), that the vote on the Proposed Amendment to the Constitution (PEC) that reformulates the Brazilian tax system it can happen between April 4th and 8th, when there will be a greater number of parliamentarians in person in the House due to the call for a concentrated effort of votes.
For Pacheco, it is normal to have this time for discussion before the vote because it is a sensitive subject. “Now there is time for the proposal to mature, especially since it is a reform of the very broad and complex constitution that affects the whole of Brazil”.
“It is very important that this tax reform takes place in Brazil because those who produce can no longer bear the chaotic tax system that needs to be corrected,” he said.
The speech was given in a press conference after the event of the public ministry In Ceara. the president of Senate guaranteed that the proposal will not be shelved in the House.
“The important thing is our commitment to the tax reform, which will not be shelved, our desire is to see it appreciated, rejecting or approving, that it be voted on in the Federal Senate”, completed Pacheco.
The last day of debate on the tax reform was March 16, when the rapporteur of the text, Senator Roberto Rocha (PSDB-MA), presented a new complement to the vote in view of the receipt of another ten suggestions for change.
Among the points that most diverge is the concern of the senators of the Constitution and Justice Commission (CCJ) regarding compensation for their states and regions and with the Regional Development Fund (FDR).
This fund, also to be created by a complementary law, will be funded exclusively with a percentage of IBS revenues, which must vary according to the actual increase in collection, and cannot exceed 5%.
Temporarily, if the real growth of IBS revenue is very low, FDR may receive 5.8% of the tax.
At the last CCJ meeting, Senator Simone Tebet (MDB-MS) considered that “the FDR meets the local productive arrangements, but still does not guarantee us compensation so that the producing states do not lose too much”.
There is also discussion about the inclusion of categories in the tax exemption. An amendment by the senator Luis Carlos Heinze (PP-RS), defends the inclusion of production cooperatives in the text, justified by the “need to preserve the use of credits in the operations of cooperatives resulting from the cooperative act, especially for the purchasers of their products and services, in order to maintain the neutrality of the cooperative in the economic chain in which it participates”.
