Finance Minister Fernando Haddad said this Wednesday (14) that the ministry will deliver to the Senate a study on the impact on the standard tax rate after the inclusion of exceptions in the text of the regulation of tax reform by the Chamber of Deputies.
According to the head of the economic team, the study will be carried out at the request of Senator Eduardo Braga (MDB-AM), who will be the rapporteur of the text in the Senate. According to the minister, the analysis will be delivered to the parliamentarian next week.
“We will pass and give full impact to the decision, detailing this decision, so that senators are fully aware of what we are deciding,” he told the press, after lunch with Braga at the Finance Ministry headquarters in Brasília.
Haddad assured that the average rate, calculated at 26.5% of Value Added Tax (dual VAT), will not change. But he stated that it has an impact on the standard rate that will still be defined by the Senate after the texts are processed.
“With an exception, we must ensure that governors have the same income over the years. This is an important federative pact for the reform,” said the minister.
The head of the economic team also signaled the government’s support for the withdrawal of constitutional urgency under the bill to regulate consumer reform – PLP 68.
According to him, municipal elections hinder negotiations between parliamentarians.
“It is difficult for the House to be able to consider all the demands for hearings, debates on amendments, and eventually the amendments that have been presented,” he said.
“But this would make it difficult, without prejudice, to vote on the projects this year, with the idea of not compromising the calendar. But it is a breath of fresh air for the Senate to have a space for a frank and calm debate in society.”
Eduardo Braga had lunch with the minister this Wednesday and made a request for the government to support the withdrawal of the urgency.
