Technical note should not have been issued to the population, says USP professor

In an interview with CNN This Friday (4), Carlos Carvalho, professor of Pulmonology at the USP School of Medicine, said that the technical note from the Ministry of Health’s Secretariat for Science, Technology, Innovation and Strategic Inputs that endorsed ineffective drugs in the treatment against Covid -19 and denies the effectiveness of vaccines causes confusion, misinformation and should not have been issued to the population.

Carvalho informed that the professors and researchers who sent the guidelines approved by the National Commission for the Incorporation of Technologies to the Unified Health System (Conitec) – and rejected by the secretary Hélio Angotti – submitted a request to the secretariat and other areas of the Ministry of Health for the technical note review.

The document has 101 pages, which “point to point the technical note of Secretary Angotti”, said the professor, who also coordinated the study group that created the guidelines sent to Conitec.

In the technical note, initially released on January 21 of this year, the ministry body said that hydroxychloroquine is effective in controlled and randomized studies, and that there would be a demonstration of safety in experimental and observational studies. Also in the table in the document, there was information that vaccines do not meet these requirements.

Carvalho explained that the group of experts was invited by the ministry to draw up guidelines to combat Covid-19. After months of study, they found that drugs such as hydroxychloroquine and ivermectin are not effective.

They then sent what was prepared to Conitec, the body responsible for the evaluation. Once approved, they went to Secretary Angotti, who, according to the coordinator, rejected the recommendations and prepared the technical note.

“He should update the table with current data, making it clear to the population and doctors that what was in the previous table does not apply now”, he said. “If he used old data, it created more confusion. It brought a false sense of security for those who take these drugs and a false sense of insecurity and danger for those who take the vaccine”, he added during the interview.

The table in question was removed in the publication of a new technical note, which justified the decision of the Ministry of Health not to approve guidelines prepared by the National Commission for the Incorporation of Technologies in the SUS (Conitec) that contraindicate the use of the so-called “Covid Kit” in the treatment of the disease, precisely because of the inefficiency presented.

This Thursday (3), Angotti told the STF that the note considered interim results on vaccines “results of interim publications in terms of efficacy and safety”, which would be the only ones available at the time of drafting the note.

Also on Thursday, the Federal Public Ministry (MPF) asked for the suspension of the technical note and ordinance that contested the vaccines. The Ministry of Health informed that it will manifest itself within the established deadline.
