How many and which are, in Italy, the hospitals where women who request it can access the termination of pregnancy? The Ministry of Health Implementation Report does not say this. It only shows national and regional data in pdf: these are closed data, aggregated only by region and, moreover, updated to 2019.
On the other hand, to have a truly useful picture for users, you need open data, for every hospital structure. Only if the data is open does it really have a meaning and allow women to choose which hospital to go to, knowing first what is the percentage of objectors in the chosen structure.
For this reason Chiara Lalli, professor of History of Medicine, and Sonia Montegiove, IT and journalist, conducted a survey – on behalf of the Coscioni association – through generalized civic access. Is called “Never data!” and is born with the aim of ascertaining whether the law 194/78 on voluntary termination of pregnancy is actually applied.
And the results are disheartening. In Italy there are at least 22 hospitals in which at least one category among gynecologists, anesthetists, nursing staff and Oss) is 100% conscientious objector. There are 72 hospitals with objector staff between 80 and 100% and 18 with 100% objector gynecologists. 4, on the other hand, are the consultants with 100% of the objector staff. The regions in which there is at least one hospital with 100% of objectors are: Abruzzo, Veneto, Umbria, Basilicata, Campania, Liguria, Lombardy, Puglia, Piedmont, Marche, Tuscany.
These data that do not appear in the Report on Law 194/78 of the Ministry of Health, which aggregates the data by Region, without making public the percentages of objectors of each structure.
The survey «Never data!», The authors explain, «highlights how the Report on the same law of the Ministry of Health published last September 16 (with a year and a half delay) and the data it contains return a not very useful, blurred, partial photograph of what really happens in the hospitals of our country “.
The report should serve “also with reference to the problem of prevention”, add Lalli and Montegiove, “to initiate all corrective measures to overcome inequalities between regions and ensure access to voluntary termination of pregnancy for all women. In fact, both the delay in presentation and the indicators and methods of collecting and analyzing the data make the report a passive observation and not so truthful of reality, and which makes any possibility of improvement impossible “.
Law 194 of 1978, however, “provides that hospitals and authorized nursing homes are required in any case to ensure that the procedures are carried out and carrying out interventions to terminate pregnancy “. This was recalled by Filomena Gallo, lawyer and national secretary of the Luca Coscioni Association. Which, among the various requests to the Minister of Health, asks “that the Report to Parliament be sent by February with the data of the previous year, because it is not clear on the basis of what special rule when there are legal obligations the Ministry considers to be exonerated from respecting them by violating them as usual instead of setting an example in compliance with the law “.
