The funds received from this, according to the plan of the American manufacturer, should be directed to subsidies and tax breaks for buyers of electric vehicles.

Tesla’s proposal says:

Supporting the use of zero-emission vehicles through mechanisms to make new fossil-fueled vehicles pay for the damage they cause is both reasonable and logical. The result can be a system that does not depend on government revenues.

The proposal comes amid a proposed ban on the sale of all new internal combustion engine vehicles in the country by 2030.
