The 34-year court adventure that exhausted Kekrops

By Eleni Botas

The dispute between the company Kekrops and the Greek State for the ownership of 300 acres in the old Psychiko Quarries dates back to 1988.

This is an area in Tourkovounia, between the municipalities of Psychiko-Filothei and Galatsi, for which, as it became known through the attorney of the Municipality of Psychiko-Filothei M. Dimitrakopoulos, “the plaintiff Greek State is the owner of the disputed 24 , 25 acres, located in the Municipality of Psychiko-Filothei, location Tourkovounia, outside the city plan and in addition ordered the return of the above area to the Greek State “.

The case starts from a long time ago. What many do not know is that through Cecrops the Paleo Psychiko was “created”, as a result of the merger in 1923 of two large areas belonging to the industrialist G. Isaias, the banker G. Economidis and the engineer D. Diamantidis, who had established the “Athenian Company.” All the area contributed to the company is delimited by the boundaries of the municipal unit of Psychiko of the Municipality of Filothei-Psychiko.

Kekrops developed a large part of the area, proceeded with its urban planning, while as part of its work, it had started quarrying in Turkovounia in 1937, which stopped in 1976.

Twelve years after the suspension of the quarry, in 1988, the Greek State filed a lawsuit before the Athens Multi-Member Court of First Instance claiming ownership of approximately 300 acres in the area of Turkovounia (Psychiko Quarry).

Since then, a legal battle has begun that continues to this day.

The interesting thing is that although the attorney of the Municipality of Psychiko-Filothei, Mr. Dimitrakopoulos, in his announcement claims that the decision No. 747/2022 of the Supreme Court (Third Political Department) was published, which, judging in essence the appeal of the Greek State, accepted it and ruled irrevocably that the plaintiff Greek State is the owner of the disputed land area, area 242.25 acres, located in the Municipality of Psychiko-Filothei, orders the return of the above area to the Greek State ” The management of Kekrops in its announcement yesterday claims that the lawsuit of the Greek state is partially accepted as valid and will inform the investing public about the further actions.

Today the most important part of the real estate of Kekrops -except for the area of the Old Market in which it has the usufruct (s.s. for this and does not proceed with its sale) – is expropriated by the Municipality of Filothei-Psychiko or continues to be claimed by the Greek State.

Among them, the plot and the building of the company’s offices in Psychiko, with a total area of 5 acres, as well as 4 plots – one of which is out of the plan, which are under expropriation.
