The Center for National Projects (NPC) of the Analytical Center under the Government of the Russian Federation investigated the activities of P2P exchangers. A report with the results will be sent to Deputy Prime Minister Dmitry Chernyshenko, Baza writes.
According to the publication, citing the report, the clients of such platforms are presented in it as “completely illegal online casinos, drug dealers, arms dealers and other representatives of the criminal world who want, without giving names, to withdraw or legalize money obtained by criminal means.”
Also, the authors of the study note that in most cases, P2P exchangers are not registered on the territory of the Russian Federation and their activity is not regulated at the legislative level. Therefore, control by the authorities and financial institutions is necessary.
Currently, the blocking of P2P exchangers is carried out by Roskomnadzor, the report says.
“One of the legal grounds for blocking exchanger sites is the qualification of a cryptocurrency as a monetary surrogate, the release and circulation of which is prohibited in Russia,” the report says.
According to Baza, along with the report, Chernyshenko’s CPC sent a draft instructions to the government for adoption. Among them – an order to the Ministry of Finance, the Federal Tax Service, and other departments to prepare measures to regulate cryptocurrency exchangers.
Cryptocurrency exchangers have been periodically blocked in Russia since 2017.
