The Minister of Labor and Social Affairs, Kostis Hatzidakis, yesterday, 15/3/2022, put in public electronic consultation the draft law “Jobs Again: Reorganization of the Public Employment Service and digitization of its services, upgrading of skills of the workforce and diagnosis of other jobs” . He called on the social partners and interested citizens and businesses to participate in the process, submitting their proposals.
The consultation will last until March 29, Tuesday, at 19:00.
Confirming relevant publication of Capital.grthe bill provides, inter alia:
-Work allowance for the subsidized unemployed who find a job.
-More active support, skills upgrades and digital tools to help the unemployed find work
-Bonus for the preparation of a digital individual action plan by the long-term unemployed (5+ years)
Dealing with the phenomenon of abuse of benefits in OAED
-Reform of the training to meet the needs of the economy and creation of Individual Skills Accounts
Linking the fees of providers and trainees with the results of the training.
The other provisions
In addition to the provisions for OAED, the relevant bill provides for other provisions. According to an announcement by the Minister. The framework for the implementation of the action for the provision of financing – with the resources of the Recovery Fund – to medium and large enterprises for the creation of storage spaces for infants and toddlers in their facilities, is included, inter alia, in the chapter with the other provisions of the bill “Jobs Again “which was put to a public consultation today, which will last until March 28.
The implementing body of the action will be the General Secretariat for Demographic and Family Policy and Gender Equality (GGDOPIF) of the Ministry of Labor and Social Affairs. The object is the financing of 120 companies in total for the creation and the equipment of the countries for the care of infants and toddlers (aged from six months to 2 years and 6 months) within the facilities where they operate, as well as for the staffing of the space with up to 2 babysitters / assistant nurses or professionals in related specialties, for a period of 24 months.
Beneficiaries of the action are the parents of infants or toddlers employed in the facility where the storage space is created. The purpose of the space is the daily care, care, daily nutrition, creative employment of infants and toddlers during the working time of the parent.
The companies undertake the obligation to maintain the space and the positions of the staff for another 24 months after the end of the financing period. GGDOPIF issues a public Call for Expressions of Interest inviting interested companies and employers to apply.
The aim of the action is to harmonize family and professional life and to strengthen the participation of women in the labor market, through the provision of complementary care services for infants and toddlers and the creation of friendlier places for young parents – and especially for women. Given that family responsibilities are cited as the main reason for inactivity by 20% of inactive women aged 25-49, increasing the availability of childcare services could help increase women’s employment. The program “Nanny of the neighborhood” has the same goal, the pilot operation of which begins in the immediate future.
At the same time, with the other regulations of the bill:
– Issues are resolved to ensure the continuity of services provided by the Centers for Creative Employment (KDAP) children with disabilities who have joined the action “Reconciliation of Family and Professional Life period 2021-2022” and the Day Care Centers and Day Care (K) the protection of the positions of employees employed in these structures.
– The efficient operation of the Temporary Steering Committee of the Auxiliary Capital Insurance Fund (TEKA) is facilitated, in order to ensure the smoothest possible transition during the assumption of responsibilities by the permanent management bodies of the Fund. For this reason, the Commission is strengthened with the necessary organizational tools and know-how to exercise its responsibilities. Among other things, the possibility of the Temporary Steering Committee to provide authorization to sign in bodies of this Support Unit is foreseen. It is also provided that, for as long as TEKA is administered by the Commission, the services of the Ministry of Labor and Social Affairs assist the Fund.
-The institutional framework for the operation of the Occupational Insurance Funds (TEA) is strengthened, with the strengthening of the provisions for the imposition of sanctions by the Hellenic Capital Market Commission as well as for its prudential supervision in them.
– The Share Fund of Civil Servants (MTPY) is given the opportunity to digitally award dividends to civil servants, proceeding to the development of the required computer applications.
