The Board of the Company for a Fair Development Transition – President Th. Lytras, CEO I. Boukis

By Decision of the Deputy Minister of Development and Investment responsible for the Fair Development Transition Mr. Nikos Papathanasis, the President, the CEO and the members of the Board of Directors of the company “Hellenic Company for a Fair Development Transition SA” were appointed. (ELE.D.AM.) and distinctive title “METAVASI SA”.

The purpose of the Company is the diversification of the productive base of the areas of fair development transition, the upgrade and utilization of the lands included in the Depoliticization Zones (ZAP), the attraction, support and promotion of investments and investment collaborations in the areas of fair development and the execution and management of infrastructure and development projects in these areas.

The Assistant Professor Mr. Theodoros Lytras is appointed Chairman of the Board of Directors of METAVASI SA, Mr. Ioannis Boukis is the Managing Director and Messrs. George Topalidis, Dimitrios Oikonomou and Mrs. Theodora Petroula.

The Minister of Development and Investment, Mr. Adonis Georgiadis, stated in this regard: “The success of the de-ligation project is one of the biggest bets for the country and for Europe. The presence of Mr. Theodoros Lytras in the presidency of the Board of Directors of” METAVASIS SA “, of the CEO Mr. Boukis as well as the other members of the Board of Directors are a great guarantee for the success of this effort and the observance of the very tight schedules that we have set. Following are brief CVs of the Chairman, the Chief Executive Officer and the members of the Board of Directors.

Theodoros Lytras

Mr. Theodoros Lytras was born in Athens in 1962. He studied at the Law School of the University of Athens, from which he received a degree with “excellent”. He then did postgraduate studies at the Universities of Berlin and Regensburg, Germany. He was awarded a doctorate from the University of Regensburg Law School with the grade “summa cum laude”. He was a research associate at the Law School of the University of Regensburg from 1987 to 1991. He is an Assistant Professor of Civil Law at the Law School of the University of Athens. He was Vice President of the Board. of the “ORGANIZATION OF INDUSTRIAL PROPERTY”, member of the Board. of “OLYMPIC AIRLINE – SERVICES SA”, of the company “HELLENIC DEFENSE SYSTEMS SA.” and member of the Board of the “TRANSPLANT ORGANIZATION”. He was a member of the Legislative Drafting Committees of the Ministries of Development, Industry, Tourism, Transport and the Ministry of Environment, Physical Planning and Public Works. He is a lawyer in the Supreme Court, married and the father of two children. He speaks German and English.

Ioannis Boukis

Mr. Ioannis Boukis was born in 1960. He is a Chemist (EKPA) and Dr. Chemical Engineer, with postgraduate studies in Sweden (MSc., Royal Institute of Technology, Stockholm) and the United Kingdom (PhD, Aston University, Birmingham). Has experience in the fields of development of RES-energy saving projects (EXE), waste management-waste and local development plans. Implemented applied research projects at CRES and managed, as Director of Technical Support, the monitoring of the implementation and receipt of the projects of the Operational Energy Program (EIA), the 1st major national project for the promotion of RES-EXE (1999-2001). He has worked in the private sector for 20 years as director of development and operation of energy projects, with emphasis on bioenergy / biogas, wind energy, waste management, etc. He has successfully developed and managed co-financed applied research and demonstration projects of European biomass gasification and cracking, sludge management, excavation waste management, landfill recovery, etc.). He has published articles in scientific journals and has prepared techno-economic studies of biomass energy projects, agricultural waste, secondary fuels, production of liquid biofuels, etc. He is married and the father of two children.

George Topalidis

Mr. Georgios Topalidis is a Mechanical Engineer, holder of postgraduate degrees in the field of Mechatronics (TEI of Western Macedonia) and European Youth Policies (University of Macedonia), specializing in European Union policy design and management issues for the Young Generation. For years he worked in the private sector, with the main responsibility of the administrative function as well as the commercial policy of large companies. From 2003 to 2008 he taught at the TEI of Western Macedonia, in the capacity of Laboratory Associate, while in 2010 he was elected a member of the Special Technical Laboratory Staff. In the period 2007 – 2009, he offered his services in the crucial health sector from the position of Deputy Commander of the 3rd Health District of Macedonia. Since 2013 he belongs to the TEI of the TEI of Western Macedonia in the Departments of Mech. Engineering & Industrial Design where he taught, with main research interests the technological applications in management, planning, health and safety. From May 2019 until today he belongs as E.D.P. at the Polytechnic School of the University of Western Macedonia, of the Department of Product and Systems Design Engineering, where he teaches, with main research interest in the field of marketing. At the same time, he participates in the scientific dialogue with presentations at conferences and seminars. Writes articles on geostrategy, energy, primary sector, education and health. He lives and works in Kozani and is married to the teacher Charalambia Sidiropoulou.

Dimitrios Oikonomou

Mr. Dimitrios Oikonomou is an Architect Engineer (NTUA) and Doctor of Spatial Planning (Sorbonne University). He is an Emeritus Professor at the University of Thessaly and former Deputy Minister of Environment and Energy. Today he is an advisor to the Prime Minister on spatial planning issues. He has also been a researcher at the Center de Recherche d’Urbanisme (Paris) and the National Center for Social Research, Greece’s representative to UN bodies (Group of Experts on Human Settlements Problems, Committee on Housing, Building and Planning), European Commission expert , and chairman or member of the boards of various public, scientific or collective bodies active in the wider field of spatial policies (National Spatial Planning Council, National Center for Environment and Sustainable Development, Technical Council of the University of Thessaly, Po – Elimos Urban Planners – Spatial Planners, Hellenic Association of Business Parks etc.). He has edited or authored seven books and published over 100 papers in scientific journals and collective volumes. He has been dealing for decades with issues of urban planning, spatial planning, environment, climate change and spatial development, he has prepared a very large number of relevant researches and studies in Greece and abroad.

Theodora Petroula

Mrs. Theodora Petroula was born in Naples, Italy. He studied Law at the Democritus University of Thrace. He holds two postgraduate degrees in European Law from the ULB’s Institute for European Studies (Universitẻ Libre de Bruxelles) and in Maritime, Aviation and Space Law from the ULB Law School. worked as a consultant in European programs for two years at EETAA (Hellenic Society for Local Development and Local Government) in Brussels. In Greece, he practiced law and worked for business consulting firms and for five years at the Business and Innovation Center of Attika. In 2000, he joined the staff of the Ministry of Finance as a specialist scientist in European law and today belongs organically to the Independent Public Revenue Authority. He mainly dealt with Value Added Tax (VAT) and the harmonization of the VAT Directive in Greece, specializing in the application of the tax on ships and planes and the special exemptions from VAT. She has participated in many conferences and has been a speaker at tax seminars at INEP – EKDDA and in the private sector. He speaks excellent English and French. She is married and the mother of two children.
