The issue of implementing an embargo against Russia in European ports is extremely complex. In the first phase it had the character of solidarity with the Ukrainian people. Shortly after the invasion of Ukraine, the Swedish unions Hamnarbetarförbundet and Transportarbetare announced that they would “no longer touch” Russian-linked ships. Dutch dockers’ association FNV Havens, while similar decisions were made in Norway.
On the other hand, in France, and especially in the port of Le Havre, the dock workers of the left CGT union did not suspend the unloading of Russian vessels. A spokesman for the union justified the stance, saying the embargo “could only be a decision taken at European level”, adding that individual decisions would lead Russian ships to competing port cities in Europe. In order for this to happen, however, there must be a decision by the EU ministers, which is taken by unanimity, which at the moment does not seem to exist.
