Vladimir Ulyanov, head of the Zecurion analytical center, today, on March 10, told Izvestia that, if necessary, Roskomnadzor could much more easily block the social network Twitter in Russia than it was with Telegram. He made this statement against the background of the fact that Roskomnadzor today released the news that the work of Twitter will be significantly slowed down in the country due to the refusal to remove prohibited content calling for suicide and not only. And, in the event that Twitter continues to deny legal requirements, the network, according to the regulations, should be blocked.
Ulyanov said that although Roskomnadzor failed to fully block Telegram, the issue of blocking Twitter is quite different, since these projects are architecturally very different from each other. Blocking a social network is easier, but, of course, with all the success of the work of a government department, any prohibitions imposed by Roskomnadzor can be easily circumvented if desired. The specialist noted that to bypass the blocking, the user needs to spend literally thirty seconds in the search engine – this is enough to find a loophole. Another thing is that not everyone wants to do this.
For example, as statistics show, about 90% of users do not even try to find ways to bypass the blocking of a particular service – instead, a person almost always starts using other services, instant messengers or information sources. That is, if the microblogging network is blocked, the majority of Russian users will simply start using its analogues. It is for this reason that the Zecurion analyst believes that if Twitter is blocked in Russia, the audience of the service in this region will sharply decrease.
