Stricter measures to deal with the pandemic
On November 25, the legal basis for dealing with the pandemic set by the German parliament in March 2020 expired formally. greater flexibility for the states to decide restrictively on autonomous measures.
Also, some measures that were imposed at the beginning of the pandemic are now considered inappropriate for reasons of constitutionality – such as the general ban on traffic or the closure of stores across the country. Imposition at the federal level of measures such as distance keeping, mandatory mask use or the imposition of a spectator ceiling on cultural events is still possible.
The German parliament also decided that workers should be able to continue teleworking as long as possible. Mandatory negative tests for staff and visitors are required in hospitals, nursing homes and rehabilitation centers.
Also, public transport is now allowed to enter only vaccinated, those who have recovered and those who have a negative 24-hour rapid test or 48-hour PCR. However, the situation is expected to be reassessed by the German government on January 9.
At the same time, some states, within the framework of their responsibilities and based on the assessment of the epidemiological situation, have already imposed stricter measures, such as locally locked down (Bavaria).
The pressure on the unvaccinated is increasing
However, the hope that Germany will enter the winter with a low number of cases has already vanished. The number of people vaccinated at the end of the year is not what the outgoing German government hoped for.
The percentage of fully vaccinated is 70%, which is not considered sufficient to achieve the so-called “herd immunity”. The highly contagious delta mutation is galloping, while the protection provided by vaccines appears to diminish after a few months.
Also of concern is the fact that fully vaccinated people may be infected or transmit the coronavirus.
