The draft law on taxation of cryptocurrency holders, submitted to the State Duma, was not supported by experts from the Council under the President of the Russian Federation, which is engaged in codification and improvement of civil legislation. This was reported by the TASS agency, referring to the statement of the press service of this structure.
The document, prepared by the council, says that the bill was not supported, as issues related to the control over holders of digital assets have not yet been resolved.
As a reminder, in January 2021, a law on the regulation of relations in the cryptosphere began to operate in our country. The state legalized bitcoin and other coins, but banned their use as payment instruments in the domestic market.
Pavel Krasheninnikov, chairman of the presidential council and deputy of the lower house of parliament, stressed that there is still no definition of the concept of “digital currency” in the Civil Code.
At the same time, the law on so-called digital assets, which came into force in January, states that cryptocurrency is in fact a digital right. But it is forbidden to use it when paying for goods and services.
The Council cannot support the bill on the taxation of bitcoin holders until the government streamlines the regulatory framework and introduces a unified mechanism for the control and use of tokens in our country.
